JOB DESCRIPTION:
The administrative duties and responsibilities of the Town Administrator-Planner shall be prescribed from time to time by the Town Chairman and the Town Board of Supervisors, provided the duties assigned, do not usurp the duties or functions that are required by state law to be performed by the Town Board; commissions and other Town officers or department officials.
QUALIFICATIONS AND REQUIREMENTS:
- A bachelor's degree from an accredited college or university with a major in Urban Planning or a related field and five (5) years professional Planning experience that includes two (2) years in a lead or supervisory capacity.
- Requires a valid Wisconsin Driver's License.
- American Institute of Certified Planners (AICP) certification is a plus, but not required.
- Requires flexible hours for attendance at Town Plan Commission, Town Board, and various other meetings. Occasional driving required to locations within the Town and County.
- Comprehensive knowledge of the methods and techniques used to develop and maintain a complex, comprehensive local land use administration program.
- Comprehensive knowledge of the current principles and practices of land use planning, zoning, and subdividing, and other related land use matters.
- Comprehensive knowledge of applicable laws and regulations governing land use planning, zoning, and subdividing.
- Ability to analyze and interpret zoning and land division laws, ordinances, and regulations.
- Ability to communicate effectively, both verbally and in writing.
- Ability to maintain accurate and complete records and to prepare clear and detailed reports.
EXAMPLES OF DUTIES:
- Responsible for effectuating all actions of the Town Board which require administrative implementation or where the Town Chairman or Town Board have directed him/her to act.
- Directs, Coordinates and Expedites the activities of all Town departments. Directing studies as deemed necessary to determine or bring about the most economical and efficient operation of such departments and their programs as deemed necessary; however, as Administrator, the Employee shall not control the activities within the various departments, such functional department activities to remain under the direct control of the department heads.
- Directs through appropriate organizational channels, the efficient performance of all Town employees' duties.
- Responsible for developing budgeting procedures and preparing or supervising the preparation of the annual operating budget. Responsible for coordinating financial and economic data for the Town's long-range financial plan. Prepares reports on the status of budgeted items and shall review and report to the Town Chairman and the Town Board any variations in the operation of the Town budget.
- Develops and administers standardized personnel policies and procedures, subject to Town Board approval.
- Assists in the development of job descriptions for Town employees. In addition, he/she shall participate in job applicants' interviews when required.
- Responsible for developing and implementing a standardized purchasing policy and procedure for the Town and shall be responsible for supervising the purchasing of all supplies, materials and equipment.
- Review proposed and pending county, state and federal legislation and shall report to the Town Chairman and the Town Board on its effect upon the Town. In addition, as Administrator, he/she shall appear on the Town's behalf at all legislative and administrative hearings as directed by the Town Chairman or the Town Board.
- Communicate with citizens to assure their complaints, grievances, recommendations and other matters receive the proper attention of the responsible official and are expeditiously resolved.
- Work with all department heads to ensure that they and other Town employees receive adequate opportunities for training within budgetary allowances. prescribed by the Town Board to improve their knowledge and skills.
- Manage all economic development programs of the Town and coordinate activities of any economic development planning that might be subsequently established by the Town Board.
- Review Town's insurance coverage and make a report/recommendation to the Town Board.
- Administer the Town of Genesee Zoning Code and Waukesha County Shoreland Ordinance as it relates to the Town of Genesee. Responsible for all land planning for the Town, including the preparation of necessary amendments to the Town's Comprehensive Development Plan.
- Conducts complex current and long-range municipal and County planning studies and research projects regarding land use, zoning, and development.
- Reviews development projects and land divisions for communities and developers to ensure consistency with all applicable codes, ordinances, and regulations.
- Attend all Plan Commission and Town Board meetings as well as any public hearings involving zoning or land planning issues and all meetings required for conducting general Town business.

- Develop appropriate procedures and policies to increase the effectiveness and efficiency of Town government.
- Research and apply for grants in the best interest of the Town.
- Assist the Town Chairman in performance of the powers and duties of Town Board Chairperson as set forth in ยง60.24, Wis. Stats., and upon the request of the Town Chairman shall do the necessary research so as to allow the Town Chairman to effectively carry out such duties and responsibilities.
